Leave and absences
Omega People is leave management software for companies with 5 to 500 employees. Staff request annual leave (PTO in the US) from the browser on their phone, their manager approves it, and the balance updates on approval. Accrual, carry-over, part-time pro-rata and public holidays follow the rules of your country, and you can change every one of them.

Requests go to HR or to each person’s own manager, and wait in one To do queue with everything else that needs a decision.
Ask for a second sign-off on requests longer than the number of days you choose. Two levels, no longer chains.
A manager who is away hands approvals to a colleague for a set period, so requests don’t sit unanswered.
The team calendar shows who else is off on those days before anyone says yes.
Close the weeks when nobody can be away, such as stocktake or year end, and set company closure days once for everyone.
Balances
Each leave type has its own balance, and it changes the moment a request is approved. The rules behind it are set once:
Accrual is by month or by year; it is not calculated per hour worked.

Calendar and absences
Bank holidays and public holidays by country and by nation, state, province, region or canton, set for each site.
Recorded like any other absence, with a certificate required after the number of days you set.
Overtime can go into a time bank and be taken back as time off (TOIL).
Approved absences reach the month-end payroll file with their codes. The pay itself is calculated by your payroll software.

A spreadsheet is fine for a handful of people with the same allowance. Part-timers, carry-over and more than one approver are usually where it stops being reliable. Prices in pounds sterling for UK companies; other countries are in the pricing section.
